I believe expanding public transportation is the most effective approach. It reduces traffic congestion in growing cities and neighborhoods and provides residents with a convenient way to travel around. For example, in my town, it's easy to catch a bus or a tram to access shopping and cultural events, and it's affordable.
I think creating green spaces is the best response to the harmful side-effects of urban growth. Parks and gardens make urban areas more attractive and livable. My town is currently renovating its park system. Not only are green spaces attractive than busy streets and sidewalks, they are more interesting and pleasant, too.
